BREAST CANCER AWARENESS AND FREE SCREENING PROGRAM

 

Introduction

All over the world, breast cancer has been identified as the leading cause of mortality from cancers among women. The life time risk of a woman developing breast cancer is said to be about 10%. Annual number of cases is about 33.6/100,000, yet the breast cancer remains one of the cancers for which total cure can be achieved if detected and treated early.

Background

In recognition of the disease burden and resultant effect, the Lagos State Ministry of Health conducted a rapid assessment survey to obtain a baseline on knowledge, attitude and practice of breast self examination among women in Lagos state on breast cancer in Somolu and Ikeja local Governments.

 The survey identified inadequate knowledge of women as to the cause, risk factors, method of diagnosis and uptake of cancer screening. As such, the Free Breast Cancer Awareness and Screening program was launched officially in 2006 by the former First Lady, Chief (Mrs) Oluremi Tinubu in collaboration with the Ministry of Women Affairs and Poverty Alleviation.

To increase the awareness of women on breast cancer and ultimately reduce morbidity and mortality associated with the disease 

Thematic Areas of Intervention


The government came up with a policy which makes treatment for those captured during outreaches free, and covering the following areas of intervention that will assist in reducing the scourge of the disease and its resultant effect on the women. These are:

-Intensive and sustained public enlightenment and awareness campaign.

-Free screening at the local government level.

-Free treatment of affected women captured during the outreach.

In addition, there are:

-Designated hospitals for breast cancer treatment (LASUTH, Orile- Agege, Ikorodu, Lagos Island, Epe and Badagry General Hospitals)

-Establishment of a cancer treatment center as part of the general refurbishment of LASUTH , this also include installation of mammography machines.

- Lagos State has 4 functional mammogram machines; with three installed in LASUTH and one in Orile Agege General Hospital.

Activities

Since inception, grassroots mobilization and sensitization tagged community storms have been carried out on senatorial basis(Lagos West, Lagos East and Lagos Central) and divisional basis (Agege, Ajeromi Ifelodun, Ikorodu, Surulere Lagos Island and Badagry ) to further reach more women.

Activities at each community storm include measurement of weight and height, blood pressure measurement, counseling, watching videos on breast self examination and referral where applicable. The exercise has also been carried out on request from women biased societies and clusters (e.g. Committee of Wives of Lagos State Officials {COWLSO}, Redeemed Christian Church of God {RCCG}) within religious, political or non-governmental organizations.

As at March, 2010, a total of twelve thousand, six hundred and ninety three (12,692) women have been screened under this programme, and four hundred and seventy five (566) were referred for abnormal breast conditions (see attached for details). This constitute 10 community storms and cluster screening on request from Women Affairs and Poverty Alleviation (WAPA) and other women biased religious organizations.

Relevant NGOs (The Bloom, COPE, MWAN, Genevieve) are also collaborating with the Ministry on this program. Each LGA has a focal person who does follow-up of clients referred in that LGA and report back to the Ministry.

As at March 2010, one hundred and thirty (130) women reported at the referral hospitals out of which thirty (30) or 25% had been diagnosed with cancer managed free. Others with non cancerous lesions were managed appropriately.

Conclusion

The responsive governance of Lagos State has continued to attract people from the neighboring states to take advantage of the health services offered by our various hospitals.
